Quorum, not subpoena
Payloads encrypted; keys split across regulator-held HSM slots by threshold secret-sharing. WarpCore cannot unilaterally decrypt; only a T-of-N quorum of regulators can.
Atomic payment-versus-payment
Two matched FX legs commit in a single Kaspa transaction, or neither does. Herstatt risk isn't managed; it's removed.
Deterministic replay
Any regulator holding an audit bundle reproduces the day's settlement state bit-identically. Trust assumptions: the Rust compiler and SHA-256.
